Why aren't women's pants reasonably uniformly sized?

I can say I wear a size 12P, but it doesn't really mean anything. On Friday, I tried on a pair of pants in this size, and was swimming in them. Then I grabbed another 12P pair off the rack and bought them without trying them on -- they were a brand that I trust for size -- and when I did try them on, I couldn't even get the zipper halfway closed! Then yesterday, I wore some SIZE 8 (reg) pants that I inherited from my mom, and was quite comfortable other than needing about an inch more in the waist. Today... I started with a size 12P of the same brand that was too small, and they are too big (and don't have belt loops). So I switched over to my trusty favorite LL Bean flat-front twills in a 12P, which fit just fine... In my closet I have pants/jeans in sizes 8 (reg) to 14P that all fit well. I have pull-on pants in sizes M, L, and XL that all fit well.

I understand that different kinds of pants are designed to fit differently, but some uniformity from waist to hips would be nice..
